Spencer’s 30 years of development experience brings a wealth of knowledge to projects, working alongside the private and the public sector to manage and deliver complex town / city centre mixed-use regeneration projects across the UK.

With a background in architecture Spencer has led the design, project management and development functions at a high street department store retailer, shopping centre owner and property developer, Spencer is well placed to provide development and delivery advice to local authorities and property companies to facilitate regeneration projects.

He focuses on masterplan feasibility reviews viability and delivery strategies, providing development management and delivery resource to local authority clients undertaking capital projects, including managing large multi-disciplinary teams from start to completion of projects.

Spencer has led teams in the development of a range of projects up to £260M in construction value working for private and public sector clients and currently leads the 26 acre, £135M Swansea, Copr Bay regeneration scheme working for Swansea Council which is due to complete in Autumn 2021. Previously, as Head of Development at Capital & Regional, Spencer was leading the placemaking and residential-led regeneration of Walthamstow town centre in partnership with the local authority and elsewhere similar developments in Camberley, Maidstone, Blackburn, Luton, Wood Green and Hemel Hempstead in collaboration with a wide-ranging number of stakeholders. Spencer’s skillset covers all aspects of development and includes land acquisition, rights to light, stakeholder engagement, planning, design development, construction, appraisals, financial management and sustainability.
